There was a pending Update that required a restart. Restarting the installation process can resolve the issue after resolving the root cause.

This error message indicates that the installation of the DHCP Server role requires a server restart.

Apply-Windows-Update-and-Restart-1

You can try restarting the server and then attempting to install the DHCP Server Role again.
