In this article, I will walk you through how to “Fix an appropriate resource file could not be found for the file for BitLocker Management: The system can not find the file specified”. The Central Store is a file location that the Group Policy tools check. It consists of a folder structure created in the “Sysvol” directory on the domain controllers for each domain in your organization. Please see how to Fix PXE Boot Stuck or No Boot Image was found for HyperV VM. Here is “Hyper V Disk allocation: Why Veeam reports full size after Shrinking“.

You should create the central store only once on a single domain controller for each domain. The File Replication service then replicates the central store to all domain controllers.

It is recommended that you create the central store on the primary domain controller. This is because the Group Policy Management Console and Group Policy Object Editor connect to the primary domain controller by default.

The central store consists of a root-level folder. This contains all language-neutral ADMX files and subfolders containing the language-specific ADMX resource files. The ADMX file defines the Group Policy settings.

The ADML file specifies the language associated with the ADMX file. As long as an ADML file for a specific language is available. You can use the ADMX file with that language.

Please see the image below for more information on this error. Please see What are the differences between an ADM and ADMX file.

For more information about the difference between an ADM and ADMX file. Please see What are the differences between an ADM and ADMX file. How to create a central store for Group Policy Administrative Templates.

Root cause

The error occurred because the appropriate ADML files were not copied to the correct location.

C:\Windows\SYSVOL\sysvol\Techdirectarchive.local\Policies\PolicyDefinitions

Please see how to create the central store for Group Policy Administrative Templates, and how to fix Error: Administrative templates retrieved from the local computer does not show up.

Fix “an appropriate resource file could not be found”

Below is the solution to resolving “An appropriate resource file could not be found for the file”.

Ensure you copy the appropriate ADML files for the desired ADMX files to the Sysvol folder. Since we already have the ADMX files, we must also update the ADML files in the following location.

C:\Windows\SYSVOL\sysvol\Techdirectarchive.local\Policies\PolicyDefinitions

To update your policy central store with the MBAM ADMX policy files, download the files from Microsoft and configure all settings for MBAM client deployments through Group Policy

Now, you should be able to create your policies without errors as shown below. Please see how to “fix unable to find File Explorer in the Group Policy Editor when resolving the security tab missing under properties“.
