Export Google Forms
You can access Google Forms via this link. Export your Google form and save it as a PDF file. Click on the three dots at the top right and click Print from the drop-down. On the Print page select Save as PDF.
2. Import into Microsoft Forms
You can access Microsoft Forms via this Microsoft Form. Open your Microsoft Form account and import the Google Form into it by clicking on Quick Import and import the Google Form that was saved as a PDF.
